DHULUIYA - A suicide bomber killed at least five people inside a mosque in Dhuluiya, 70 km (45 miles) north of Baghdad, also wounding 15 people, police said. MOSUL - A roadside bomb targeting a police patrol in a crowded market wounded eight people, including a policeman, in central Mosul, 390 km (240 miles) north of Baghdad, police said. NEAR MOSUL - A Kurdish Peshmerga leader escaped death when a bomb in a parked car exploded near his convoy in the small town of Zummar, northwest of Mosul, police said No casualties were reported. NEAR MOSUL - Also in Zummar, a suicide car bomber attacked a security checkpoint run by Kurdish Peshmerga forces. Police sources in Mosul said one of the Kurdish soldiers opened fire at the car and it detonated before reaching its target. KIRKUK - Gunmen in a car kidnapped a judge while he was heading to his office in southwestern Kirkuk, 250 km (155 miles) north of Baghdad, police brigadier general Sarhat Qader said. MOSUL - A suicide car bomber on Tuesday attacked a military checkpoint and seriously wounded two soldiers in eastern Mosul, police said.

Stocks | Regulatory News | Bonds The Wayzata-based lender, which has $16.7 billion of assetsand 449 branches in eight U.S. states, is the eighth company toreturn money to the Troubled Asset Relief Program, better knownas TARP, according to U.S Treasury Department data. More than 500 companies have taken funds from the $700billion program, the data show. Most of the aid requiresrecipients to pay an initial 5 percent annual dividend to thegovernment.
Regulators, banks and investors once viewed participationin the program as a positive, figuring that it would helphealthy banks lend more and perhaps buy struggling rivals. But participation is now often viewed as an albatross,subjecting recipients to restrictions on such things asexecutive pay and dividends. Investors now consider some banks that hold onto their aidas being too weak to return it. Large banks such as GoldmanSachs Group Inc (GS.N) and JPMorgan Chase & Co (JPM.N) havesaid they want to repay their aid soon. TCF Chief Executive William Cooper this week said holdingTARP money put the bank at a "competitive disadvantage." He said repaying the aid and eliminating the associateddividend payments will boost earnings by more than 14 cents pershare annually.
